C = Shape Average (should be the full CIR provisioned which is half E1 1024, or 1024000?

Redesigned Frame relay setup with all WIC1 T's
Picked up a 2621xm with a WIC1-T and a WIC2-T, so the frame relay setup is all on WIC1-T's now.
