Sometimes....
Figured out what most of my issue was (hopefully)
for whatever reason, I was thinking the first port on the NM-8 AS was showing up as 1/1... umm, no, it's 1/0, so all my configs for things were off one port on the Frame relay router/switch.
sigh...
