Redesigned Frame relay setup with all WIC1 T's

Picked up a 2621xm with a WIC1-T and a WIC2-T, so the frame relay setup is all on WIC1-T's now.

Here it be modified for that. NOTE TO SELF !  SAVE CONFIGS...
